Odisha Channel Bureau Bhubaneswar, Sep 3: In a major development, the Government of Odisha today unveiled the much awaited Industrial Policy Resolution-2015.IPR-2015 was formally launched by Chief Minister Naveen Patnaik.The new industrial policy gives thrust on employment, investment and infrastructure employment credit linked incentive.“The policy lays the road map to realise the vision of the State Government to enhance the share of manufacturing to 15 percent of the state’s GDP by attracting new investments to the tune of rupees one lakh seventy-three thousand crore and providing direct employment to about three lakh people,” said Patnaik while launching the new IPR.In his address, Patnaik further said that the policy provides greater thrust on garnering investments in the emerging sectors such as electronics manufacturing, food processing, textiles and downstream industries in steel and aluminium to generate sustainable employment opportunities for the youth of the state.“A key feature of the policy is to support industries with high employment potential.An innovative employment rating based system is adopted to provide incentives in power tariff and manpower training cost for employment intensive industries,” he added.“Provision of appropriate industrial infrastructure is imperative to promote and sustain investments in the manufacturing sector.Consequently, the policy provides for an initial corpus of Rupees one hundred crores to provide external infrastructure viz.power, water, access roads to the industrial clusters.“The government is making concerted efforts to attract anchor investments in priority sectors which will be extended additional incentives.Besides, the state government is in the process of creating a large land bank to meet the industrial requirements of future.10,000 acres will be added to the pool by the year-end and we propose to have a fairly large land pool readily available for use of industries by next year,” he added.Patnaik expressed happiness that operational guidelines of IPR 2015 have also been finalized.“This will ensure that the provisions of the IPR are put into practice and the entrepreneurs receive the benefits without any delay.” He further elaborated that the State government has embarked upon a series of initiatives to provide an enabling framework for “Ease of Doing Business” in our state.Already a number of reform measures have been put in place and necessary amendments carried out to the rules of the Odisha Industries Facilitation Act, Patnaik said.“The single window system has been strengthened to actualize the committed investments on the ground,” the Chief Minister claimed.“With the above measures in place, I am very confident that Odisha will emerge as the preferred destination for industrial investments in the country.I urge all of you to utilize the opportunity and be a part of Odisha’s growth,” Patnaik said in his address.
